公司多措并舉(ju)推動全(quan)面預算管理“五(wu)大體系”建設

1月(yue)19日,公(gong)(gong)司(si)召開(kai)了(le)(le)全(quan)(quan)面(mian)(mian)(mian)預(yu)(yu)算(suan)(suan)(suan)管(guan)(guan)(guan)(guan)理(li)(li)“五(wu)(wu)大(da)(da)體(ti)(ti)(ti)系(xi)(xi)(xi)”建(jian)(jian)設(she)領(ling)(ling)導小組(zu)(zu)(zu)和辦(ban)公(gong)(gong)室會議,就全(quan)(quan)面(mian)(mian)(mian)推動預(yu)(yu)算(suan)(suan)(suan)管(guan)(guan)(guan)(guan)理(li)(li)“五(wu)(wu)大(da)(da)體(ti)(ti)(ti)系(xi)(xi)(xi)”建(jian)(jian)設(she)作(zuo)(zuo)了(le)(le)詳細的部署(shu)和安排。會議下(xia)發了(le)(le)《際華三五(wu)(wu)一(yi)四公(gong)(gong)司(si)建(jian)(jian)立(li)(li)全(quan)(quan)面(mian)(mian)(mian)預(yu)(yu)算(suan)(suan)(suan)管(guan)(guan)(guan)(guan)理(li)(li)“五(wu)(wu)個(ge)體(ti)(ti)(ti)系(xi)(xi)(xi)”實(shi)施(shi)方案》,成立(li)(li)了(le)(le)執行董事高永(yong)慶(qing)擔(dan)任組(zu)(zu)(zu)長、總(zong)經理(li)(li)潘(pan)文峰擔(dan)任副組(zu)(zu)(zu)長、總(zong)會計師馬(ma)建(jian)(jian)中為常(chang)務副組(zu)(zu)(zu)長的全(quan)(quan)面(mian)(mian)(mian)預(yu)(yu)算(suan)(suan)(suan)管(guan)(guan)(guan)(guan)理(li)(li)“五(wu)(wu)個(ge)體(ti)(ti)(ti)系(xi)(xi)(xi)”工作(zuo)(zuo)領(ling)(ling)導小組(zu)(zu)(zu),組(zu)(zu)(zu)員分別為各(ge)職能部門(men)、車間、分廠負(fu)責(ze)人(ren),負(fu)責(ze)全(quan)(quan)面(mian)(mian)(mian)預(yu)(yu)算(suan)(suan)(suan)管(guan)(guan)(guan)(guan)理(li)(li)“五(wu)(wu)個(ge)體(ti)(ti)(ti)系(xi)(xi)(xi)”建(jian)(jian)立(li)(li)的組(zu)(zu)(zu)織(zhi);公(gong)(gong)司(si)全(quan)(quan)面(mian)(mian)(mian)預(yu)(yu)算(suan)(suan)(suan)管(guan)(guan)(guan)(guan)理(li)(li)“五(wu)(wu)個(ge)體(ti)(ti)(ti)系(xi)(xi)(xi)”的審定;全(quan)(quan)面(mian)(mian)(mian)預(yu)(yu)算(suan)(suan)(suan)管(guan)(guan)(guan)(guan)理(li)(li)各(ge)口“五(wu)(wu)個(ge)體(ti)(ti)(ti)系(xi)(xi)(xi)”的建(jian)(jian)立(li)(li)完善與實(shi)施(shi)。下(xia)設(she)由(you)總(zong)會計師馬(ma)建(jian)(jian)中擔(dan)任主任的工作(zuo)(zuo)辦(ban)公(gong)(gong)室,負(fu)責(ze)建(jian)(jian)立(li)(li)“五(wu)(wu)個(ge)體(ti)(ti)(ti)系(xi)(xi)(xi)”工作(zuo)(zuo)的具體(ti)(ti)(ti)實(shi)施(shi)工作(zuo)(zuo)。會議還確定了(le)(le)建(jian)(jian)立(li)(li)全(quan)(quan)面(mian)(mian)(mian)預(yu)(yu)算(suan)(suan)(suan)管(guan)(guan)(guan)(guan)理(li)(li)“五(wu)(wu)個(ge)體(ti)(ti)(ti)系(xi)(xi)(xi)”的措施(shi)、時(shi)間進(jin)度和責(ze)任人(ren),全(quan)(quan)面(mian)(mian)(mian)推開(kai)全(quan)(quan)面(mian)(mian)(mian)預(yu)(yu)算(suan)(suan)(suan)管(guan)(guan)(guan)(guan)理(li)(li)“五(wu)(wu)個(ge)體(ti)(ti)(ti)系(xi)(xi)(xi)”建(jian)(jian)設(she)各(ge)項(xiang)工作(zuo)(zuo)。為了(le)(le)將(jiang)預(yu)(yu)算(suan)(suan)(suan)管(guan)(guan)(guan)(guan)理(li)(li)“五(wu)(wu)大(da)(da)體(ti)(ti)(ti)系(xi)(xi)(xi)”一(yi)貫(guan)(guan)到底(di),公(gong)(gong)司(si)第一(yi)時(shi)間下(xia)發了(le)(le)《全(quan)(quan)面(mian)(mian)(mian)預(yu)(yu)算(suan)(suan)(suan)管(guan)(guan)(guan)(guan)理(li)(li)“五(wu)(wu)大(da)(da)體(ti)(ti)(ti)系(xi)(xi)(xi)”建(jian)(jian)設(she)宣(xuan)傳教育提綱》,并(bing)將(jiang)文件上傳至公(gong)(gong)司(si)網站(zhan)。為了(le)(le)保證五(wu)(wu)個(ge)體(ti)(ti)(ti)系(xi)(xi)(xi)建(jian)(jian)設(she)的按(an)時(shi)完成,公(gong)(gong)司(si)要求班(ban)組(zu)(zu)(zu)以上管(guan)(guan)(guan)(guan)理(li)(li)人(ren)員要在正月初(chu)四開(kai)始上班(ban),學(xue)習貫(guan)(guan)徹(che)預(yu)(yu)算(suan)(suan)(suan)管(guan)(guan)(guan)(guan)理(li)(li)“五(wu)(wu)大(da)(da)體(ti)(ti)(ti)系(xi)(xi)(xi)”建(jian)(jian)設(she)的相關文件,并(bing)開(kai)始制定本部門(men)、班(ban)組(zu)(zu)(zu)的五(wu)(wu)個(ge)體(ti)(ti)(ti)系(xi)(xi)(xi)落實(shi)的具體(ti)(ti)(ti)措施(shi)。
集團公司年(nian)會(hui)(hui)結束后,1月7日(ri),公司迅速(su)召開(kai)“五個(ge)體(ti)(ti)(ti)系(xi)”建(jian)(jian)設(she)研討布置會(hui)(hui),對預(yu)算(suan)管(guan)理(li)“五大體(ti)(ti)(ti)系(xi)”建(jian)(jian)設(she)進(jin)行動員和(he)部署,并提出了(le)具體(ti)(ti)(ti)要(yao)(yao)求。會(hui)(hui)后,公司通(tong)過(guo)報紙、宣傳(chuan)欄、廣播、LED電(dian)子屏、職代(dai)會(hui)(hui)等(deng)多渠道多方式進(jin)行了(le)廣泛宣傳(chuan)。在(zai)職代(dai)會(hui)(hui)上,執行董事高(gao)永慶強調:凡事預(yu)則(ze)立、不預(yu)則(ze)廢(fei)。預(yu)算(suan)就像劇(ju)本(ben),先編好劇(ju)本(ben),每(mei)(mei)個(ge)角色都按劇(ju)本(ben)唱戲(xi),一絲不茍(gou),戲(xi)就會(hui)(hui)出彩,就能成(cheng)(cheng)功(gong)。他說:預(yu)算(suan)責(ze)任(ren)的落實要(yao)(yao)橫向到(dao)邊、縱向到(dao)底、全(quan)面(mian)到(dao)位、明確(que)到(dao)人(ren),從公司到(dao)車間、從車間到(dao)班組、從班組到(dao)個(ge)人(ren),每(mei)(mei)個(ge)人(ren)都要(yao)(yao)有(you)指標(biao),每(mei)(mei)個(ge)人(ren)都要(yao)(yao)有(you)重點(dian)工作。預(yu)算(suan)要(yao)(yao)落實到(dao)數字上,指標(biao)要(yao)(yao)寫在(zai)本(ben)子上,責(ze)任(ren)要(yao)(yao)分解到(dao)人(ren)頭(tou)上,五個(ge)體(ti)(ti)(ti)系(xi)建(jian)(jian)設(she)明白在(zai)心頭(tou)上。在(zai)指標(biao)體(ti)(ti)(ti)系(xi)和(he)責(ze)任(ren)體(ti)(ti)(ti)系(xi)的基(ji)礎上,配(pei)套建(jian)(jian)立預(yu)算(suan)跟蹤(zong)體(ti)(ti)(ti)系(xi)、評價體(ti)(ti)(ti)系(xi)和(he)考(kao)核體(ti)(ti)(ti)系(xi)。要(yao)(yao)堅持每(mei)(mei)日(ri)召開(kai)生產(chan)例會(hui)(hui)、產(chan)供銷(xiao)運用聯動會(hui)(hui)、資金平衡會(hui)(hui),投入產(chan)出分析(xi)會(hui)(hui)、經濟活動分析(xi)會(hui)(hui),形成(cheng)(cheng)日(ri)跟蹤(zong)、周旬分析(xi)、月總結的跟蹤(zong)模式,形成(cheng)(cheng)自我管(guan)理(li)、自我約束和(he)全(quan)員參與、全(quan)過(guo)程參與,人(ren)人(ren)貢獻力(li)量、層(ceng)層(ceng)傳(chuan)遞壓力(li)。通(tong)過(guo)績效考(kao)核、計件工資考(kao)核等(deng)手段建(jian)(jian)立預(yu)算(suan)考(kao)核體(ti)(ti)(ti)系(xi),將單(dan)位完(wan)成(cheng)(cheng)情況、個(ge)人(ren)完(wan)成(cheng)(cheng)情況與收入獎罰直接掛鉤。從而實現預(yu)算(suan)體(ti)(ti)(ti)系(xi)的PDCA閉環管(guan)理(li),確(que)保完(wan)成(cheng)(cheng)年(nian)度(du)總體(ti)(ti)(ti)目(mu)標(biao)。
